Nofollow No opener on Cloaked URL or Destination URL

Hi, I left a message on your blog, but didn’t hear back so thought I would post here.

I am confused on whether to add nofollow and noopener to the destination URL through your plugin under Re: or to add that code to the cloaked URL. I am using a content editor that is making it difficult to add to the cloaked URL, but thought maybe this code just belongs on the destination URL anyway. Thanks.
