“Require Admin Review” User Role

I receive a new user registration email to my admin account if I set the user role to auto approve.
If it is set to “Require Admin Review”; ironically the admin doesnt receive an email. Even the visitor doesnt get an email notification.
This is currently on a test site so cant share URL
Basically the emails are not triggered under certain cases… kindly take a look and suggest a resolution at its earliest please!
