Call HTML Comment Plugins from Template Files

General question regarding the use of plugins called via HTML comment.

Let’s say a plugin gets called by including <!–Sample Plugin Text–> in the write panel of a post. When WordPress goes to display that post, it will automatically replace the comment with the necessary plugin code.

I’d like to include one of these type of plugins within my sidebar.php template file. I know that it is possible to call a shortcode in this situation with the do_shortcode function, but I’m wondering: Can you do the same with HTML comment triggers?
