Image Custom URL not working after update to WordPress 5.3

I no longer have the area on the right side of the screen where I can add a custom URL to an image. Here is an example screenshot of what I am referring to https://imgur.com/cFi8LeZ
I first noticed the problem this morning. I received an email I was upadted to WordPress 5.3 yesterday.For example, the first and third image here were added a few days ago. https://activelifephotography.com/portfolio/miners-beach-waves/ I added the second image today and can’t add a custom URL for it.

First, do you have a plugin that is affecting the editor? Or one that enables auto updates? WordPress does not do auto updates for major versions, but plugins can do that or some hosts push version updates.
WP 5.3 did make changes to media upload, but what you are asking is in the editor.
I just tried it, and I think they moved some things from the sidebar into the block toolbar. If you select the image, there is a link icon in the toolbar just above the image.
