Hi,

For positioning the logo below the site title, you can go to the Appearance > Customize > Additional CSS in the dashboard and insert the code mentioned below:

#header-left-section {
  display: flex;
  flex-direction: column-reverse;
}

For inserting the text, you might need to create a child theme and edit the code. You can take a reference to make a child theme from the link below:
