There are only two options for the tracking form. You can either have people enter just the tracking number, or both the tracking number and the email address associated with the order.
One thing you could look into is making use of our Customers feature, in which you tie a customer to a WordPress user account and then that person can log in and see their orders, without having to enter any further info.
