Failed Transacation Re Try / Pay again

Currently the order status being set makes it so someone who enters the wrong credit card can not try again.
You are left with a something like:
”
This order’s status is “Completed”—it cannot be paid for. Please contact us if you need assistance.”or This order’s status is “Processing”—it cannot be paid for. Please contact us if you need assistance.”
does the user have to go through the whole order setup process again?
