We keep “_crated_via” as “checkout” because the order is, indeed, created on the checkout.

If you set both “Shop as client” and “Create user” to “yes” the user will be registered.
You can add this https://gist.github.com/webdados/6e0f3cedb315bfdb9ac258bc6e630101 to your (child-)theme functions.php if you want that to be the default behavior.
