How to insert graphic into post with multiple links

I’m developing a ‘how to’ guide for members in my community and would like to include a graphic (developed using LibraDraw that is a form of flow-chart) containing text which represents section headers within the guide. I would like to make it possible for the readers to click on the text in the graphic and have the page jump to the right section.
Can this be done using WordPress’ standard page editing tools (or directly in html) and if so, what is required of my graphic image?

Thanks. Since I am not the admin for the site, using a plug-in may not be so simple, but I will have a look at them. Otherwise, I’ll have a look at the image map option.
Edit: I checked W3Schools and <map> is supported across all browsers, so this may be the easiest way to achieve my objective.
