Send email to three persons clockwise

Hi

I am using contact form 7 plugin.
I want to send email to three persons, clockwise

Here is the flow

Once they click apply button I would like their information sent in a round robin dispersal between three different emails

1st applicant will go on email 1
2nd applicant will go on email 2
3rd applicant will go on email 3

Then repeat the process 1-2-3-1-2-3…

Is it possible with the contact form?
Please give me suggestion to accomplish this requirement.
