Cache flush should remove htaccess when push is enabled

If I enable the push feature for css/js, there’s an issue when the filename changes in the manual mode (not sure of automatic)
W3TC makes htaccess within every folder
Consider for example:
https://www.example.com/2019/04/12/test-post
If css changes and the minify cache is flushed the old htaccess still remains in:
https://www.example.com/2019/04/12/
This causes htaccess with two css files pushed and unnecessary bandwidth waste.
