Using <?php comments_template(); ?> in the non-wordpress portion of a site

I’m currently working on a non-profit site for someone:
I recently added a WordPress based section on this site:
https://connectingnyc.org/dotNeighborhoods/
The person who owns the site wants me to add a commenting feature to this page:
https://connectingnyc.org/petition.php
which falls on the non-wordpress section. Is it possible to use WordPress’s commenting feature on this page. How can this be done?
