Does Envira do HTML image resizing?

Hi, I’m just starting with Envira and have a very simple gallery on my home page. The performance tool GTmetirx says the following for this page :
The following images are resized in HTML or CSS. Serving scaled images could save 167.5KiB (84% reduction).
https://www.rondowd.com/wp-content/uploads/2019/03/Mazurka-800-min.jpg is resized in HTML or CSS from 800×569 to 316×225. Serving a scaled image could save 95.0KiB (84% reduction).
https://www.rondowd.com/wp-content/uploads/2019/03/Homelands-800-min.jpg is resized in HTML or CSS from 800×572 to 316×226. Serving a scaled image could save 72.5KiB (84% reduction).Does this mean that Envira resizes the Gallery images on the fly using HTML? If so, what is the point of being able to choose a pre-existing thumbnail in the gallery Configuration “image Size” pulldown? I assumed it would serve these thumbnails already in my WordPress Media.
