New Order Notification ( subject )

Have you edited your email template subject line? You can modify what is placed here by going to WooCommerce → Settings → Emails tab → New Order template. In this screen, you will see the email subject line. Can you tell me if the default setting is still there?

The default is: [{site_title}]: New order #{order_number}

If this is not what’s there then that could be why you are getting the email subject you are. If this is what you see then it might be helpful to add it to see if that overwrites whatever is adding the email addresses to the subject field.
