variable pricing with min and max price

We have a complex pricing table that needs variable quantity with minimum and maximum price AND quarterly billings.

– If you have 20 agents or less your membership fee is $500.
– If you have between 21 and 208 agents you will need to calculate your dues based on the following formula: # of Agents x $24 = Annual Association Dues
– If you have more than 208 agents your dues are capped at $5000.

We have access to the Extended Pass add-ons. Is such a pricing matrix possible? The link above is to the “Join” page which shows the current implementation without Min/Max.
