I want to decide which user has a right to be registered

Hi
I would love to decide and manage which user, who’s already have registered, has a right to be on my registered users list.

So I want to stop the process sending password automaticaly after registration. I want to do it after the confirmation of mine.

Any suggestions which plugin should I use?
