Building recipient list on the fly

I am building a solution where users enter info through a form, which is sent to other users via Notification plugin.

My problem is that I want the recipients to be built dynamically, by filtering the recipients’ role or capabilities through the sender’s input data. Is there some basic info somewhere to get me started solving this problem?
