Do email notifications to admin work when a new user is added?

One thing I’m having a problem with is that when a new user is created, it doesn’t seem to send a notification email for a new user.
AFAIK, I have the setting in the Network settings to send mails when a new user is created.
But I’m not getting the emails.
I’m unsure how to check what’s going on, or if the notifications are being blocked by the Invitation Based Registrations.
Related to this, it would actually be really useful to be able to send a notification to an email address when a new user IS created/added to the particular site.
And be able to have that as an address per site…
