Send email to users with custom meta

I want to add a custom meta field notify_new_post to my users’ accounts (i.e. Receive notifications for new posts). I want to then set up a notification to trigger on Post Added to send to all users with custom meta notify_new_post = 1.
Where might I look to expand the code of this plugin to support sending to recipients based on custom meta field? Thanks!

the easiest way to do this is using the Custom Fields and Conditionals extensions. No coding required.If you’d like to code this by yourself you are going to need the custom merge tag for the user meta and you’ll have to suppress the notification.

EDIT: It wouldn’t be so easy after a second thought, as you want to send to all the users with meta. Recipients are not contextual though. I think the best option would be to filter the recipients just by pulling all the users with the meta and using their emails.
