Popup Message Order?

Is this a bug or is this expected behaviour?
…and is it possible to modify this?

If a post has no approved comments yet, the messages shown are as follows

Posting your comment. Please wait…
Reloading page. Please wait…

…no success message, and page reloads.

But if there is an approved comment already, then the user gets these messages which is what I want and would expect all the time.

is this normal and what is the reason for this?
