How to Call the Loop outside WP directory

My website’s homepage is located at https://www.example.com/index.php and my WP blog is located at https://www.example.com/blog. Is it possible to have my website’s homepage call/use the Loop even though it is outside of my blog’s subdirectory? If so, how would I do that? Or, would I have to move my homepage to within my /blog subdirectory and have that page be my default/home page?
