Changing admin email does not send confirmation and I cannot cancel change

I tried to change the admin email in my Settings/General. The message appeared saying that a confirmation email was being sent to my new address. However, that has not happened. I tried to change the admin email in the database wp-options table, and while the record in the database changed, the email shown in Settings/General did not. Also, the link to cancel the change does not work.

Any assistance with either or both of these would be very welcome. Thanks in advance!
