Empty cart icon with “0”

With a default theme such as Storefront https://woocommerce.com/storefront/ the 0 items is shown next to the cart when there are no products in the cart:

If that’s not the case with your theme – you can either contact your theme developers to fix this or implement this functionality with some custom coding.
