If we don’t want to install Gutenberg, what is this plugin designed for?
Normal editor will still be part of core WP. Why install this plugin?

    Descriptions like this one:
“Classic Editor restores the previous Edit Post screen and makes it possible to use the WordPress plugins that extend it, add old-style meta boxes, or otherwise depend on the previous editor.”
are more confusing than anything else.

    What does this mean please?

It means that once the Gutenberg editor is in core, it will be the default editor for everybody. Then if you have an older plugin that cannot (yet) work with Gutenberg, you will have the option of installing this plugin and get the old editor back.
