Editing File Permissions Error

I am using CoffeeCup FTP Client and have run across a new issue. I have read a bit about it in the posts that are available but haven’t found my exact issue.

So… When I try to edit the permissions through my client, I get and error: “Error #21: When sending custom QUOTE commands to the remote server, one of the commands returned an error code that is 400 or higher.”
And it won’t change the permissions.

Now, I am not an expert to coding but I know a bit. What is this and why can’t I change permissions in the folder that I need to so I can edit my website’s code?
