Only allow to purchase product once, before expiry

My first site I have made is a classifieds site.
My site uses the Adforest Theme (https://themeforest.net/item/adforest-classified-wordpress-theme/19481695)
I have 3 packages that a customer can purchase, these determine how many featured ads they can post;
(1) Free-20 Ads-0 Featured-31 Days
(2) $10-Unlimited Ads-4 Featured-31 Days
(3) $20-Unlimited Ads-10 Featured-31 Days
Currently there is a unfavorable thing with the Free packages. As I said for the Free package you only get 20 ads. But a customer can “purchase” the Free package unlimited amount of times (in different orders) and the 20 free ads will add up. So if someone bought the Free Package 3 times, they would now have 60 Ads to post. This is not good for my site.
Is there a solution of this?
