PayPal Express: limit countries available in dropdown menu?

In PayPal Express checkout page is there a way to limit the countries available in the dropdown menu under billing and shipping address to only those countries we sell to in woocommerce?

As it stands right now a customer could go through the Express checkout process only to be returned to the final review and find out then that we can’t ship to them. Need some way to cut them off before they enter their credit card details if we can’t ship to them.
