Flash won’t enable

Get this message when I attempt to upload an image
“Flash upload was not enabled.
Either you elected to disable it, JavaScript is disabled, or your version of Flash is too old.”I have disabled and re-enabled flash on the Catablog page, but same error.
Guidance?
