“google-site-verification” html showing at bottom of our site

For some reason the html from our site verification file is getting appended to the bottom of our site’s html. If I turn off google tag manager and clear the cache, it stops showing. As soon as I turn the tag manager back on it comes back.

Any idea what I need to do?
