Unable to change textarea size

I am unable to change the size of a textarea. I have used the recommended method in the documentation [textarea your-message 40×6 placeholder “Comments:”] and I also tried the CSS method [textarea your-message id:franchisor-form-kim placeholder “Comments:”] with the CSS

#franchisor-form-kim {
  width: 100%;
  height: 40px;
}

Nothing I do makes any difference to the size of the textarea. Can anyone figure out what the deal is?
