if a user submits the button, will he be following both accounts or is there a way to add 2 buttons?
You can add a second “Follow” button with some JavaScript added to the “Custom JavaScript” area on the “Customize” tab. Use the code below. You can change the “puma” text to the account you want the button to link to and the “Follow on Instagram” part to be something specific to the account

do the accounts need to be public? If one of them is private, will it be a problem?
No you will need access tokens for both accounts so the public/private setting won’t matter.
