My name is Ivan Atanasov, I am part of the Senior Technical Support Team at SiteGround.

Note that SG Optimizer is used in combination with Level2: Dynamic Cache in our SuperCacher (in your cPanel). The Dynamic caching will only work if the Static Caching is activated.
Meaning, you are most likely seeing content presented by the static cache.

This is a guide that will explain the basics of using SuperCacher. Of course, if you are facing issues or would like further assistance with this, please post a Support Ticket from your User Area and our team will address your concerns.

    Thanks for the reply.

I did do another test and if I purge the static cache after going into maintenance mode it works (Unlike the dynamic cache which I can purge via wp sg purge it seems I can only purge the static cache via CPanel).

But index.html for my site is dynamically generated so why does the static cacher cache it?

The static cache does not require the plugin since it caches only static resources. You can disable it from the Static Cache tab in your SuperCacher tool in cPanel.
