restrict vendors adding products to their store

Hello,
i have added membership add on. could you please let me know how to restrict vendors adding products to their store without buying subscription plan.
i have created one subscription plan for vendors and i cant restrict adding products in the membership plan.
my plan is that vendor will get ability to add products to their store after buying the monthly subscription plan
