menu link to open page in specific position

Is there a setting in wordpress fixing this or is it a theme feature?

This is neither a theme setting nor a wordpress setting. Its basic html. First give your target object (div, p, span, etc) an id. Then in url append that id with # sign. Like this https://www.example.com/about.html#mytargetdiv. Where mytargetdiv is the ID of your target element. Now when you click this element (div, a, span etc)…browser will scroll to the target block automatically.
