Random Characters appearing in text

There are random characters appearing in my text and I can’t get rid of it. I try to put the text in notepad and then paste it in and that doesn’t fix it. I then try to type it fresh and that doesn’t help either. I’m not sure how to fix this. There is an example at the bottom. I updated my wordpress and headway. I use Cloudflare and W3 Total Cache.
Sample of what is happening: Once a month, we will randomly draw a name from the organizations that contact us and offer a? FREE GIVEAWAY!? The Giveaway? will be a free customized social media page (Facebook, Twitter, YouTube, or Flckr). If you have these social media pages already, we will provide another comparable service of your choice.
