Category and Tag management

I have a user role with manage categories rights, but Categories doesn’t show for them in the sidebar Posts menu. They will need to be able to add a category description, so this access is necessary. Also, there doesn’t seem to be a way for them to manage tags through the sidebar menu.
How can a user add a description to categories and tags? (I use them to generate dynamic meta descriptions)
